I have downloaded two map mods, one for Goldcrest Valley by Stevie and another fro Sasnovka. Both show up in the Mod area under Installed but are not listed in the Maps and I have not seen therm show up in the Mod list to select them but the other mods I downloaded are all listed. I have them saved as a the normal zip files in my mods section like maps I had downloaded for FS 15. Try moving your mods folder to the desktop. Start the game and a new mods folder will be generated. Then put the cc one by one or in batches back into the game, and test if they show up in the game or are causing issues.
